Education Ministry gives rules for coaching centers

The Higher Education Department, which is part of the Education Ministry, has issued the ‘Guidelines for Regulation of Coaching Centers 2024.’ These guidelines are meant to set standards for controlling coaching centers. The goal is to improve the supervision and support provided to students in their study programs, competitive exams, and academic pursuits.

The document says that the government is working to address problems with private coaching centers. This is because there have been issues like student suicides, fires, and problems with facilities and teaching methods.

The notice mentions, “The government is paying attention to problems with private coaching centers, especially with more students committing suicide, fire incidents, and issues with facilities and teaching methods.

The number of unregulated private coaching centers is increasing because there are no set rules. Some centers charge too much, put too much pressure on students, leading to suicides, and there are cases of accidents like fires. These problems are often reported in the media.”

According to the rules, a ‘coaching center’ is a place run by someone that helps students with their studies, tests, or school and college subjects, and has more than 50 students. The rules include things like fees, study hours, penalties, and space requirements. Here are some important points from the guidelines.

Registration of coaching centers

Coaching centers need to apply for registration with the local authority, following government rules and providing the necessary documents. If a center has many branches, each branch needs its own registration.

Student enrollment and Fee structure

Only students above 16 years old can enroll, and they need to have finished secondary school. The fees for courses should be fair, and the center must give detailed receipts. The center should also have a prospectus with information about courses, duration, fees, and policies.

Complaint system and exit policy for students

There is a way to file complaints against coaching centers, and the government will resolve them in 30 days. If a student leaves in the middle of a course, they should get a refund. Any fee increases during the course are not allowed.

Basic infrastructure and limited study hours

Coaching centers must provide enough space for each student, follow safety rules, and have things like CCTV cameras and first aid kits. The schedule should not clash with regular school hours, and there should be breaks for students and tutors. Class sizes should be reasonable.

Penalty for violations

If a coaching center breaks the rules, there are penalties. The first time is Rs 25,000, the second time is Rs 1 lakh, and repeated violations could lead to losing registration.
